Standing Rule
1. The annual membership dues shall be forty ($40.00) dollars. Dues covers a member’s first badge. Members will pay for replacement badges at club cost. (2024-2025)
2. All communications and announcements must be referred to the president, or president’s designee.
3. Each officer and committee chairman shall keep electronic procedure documentation up to date with all pertinent information and store on the shared drive. Separately, a year-end report from each officer and committee chair shall be submitted to the President by May 1, except scholarship which shall be submitted by the end of May.
4. Copies of the minutes of the executive board meetings shall be made available to all members upon request. Minutes of the board meetings shall be sent electronically to board members prior to the next meeting. Minutes of the regular meeting shall be sent electronically to the general membership. 
5. The BVGC membership roster and email addresses shall be limited to members only and used for garden club purposes only.  No information shall be used by any member or group for professional, political, or business promotion. Old rosters should be shredded when discarding
6. All non-budgeted expenses greater than $50 (fifty dollars) require approval by vote at the regular meeting. All committee expenses must be approved by committee chairman before reimbursement by the treasurer. Officers and Chairs must ensure expense reimbursement and third-party check requests are complete and accurate and submitted to the treasurer within 45 days of the date incurred / invoice received, and before the end of June for those expenses incurred in June. Any expenses not submitted within the 45-day deadline will be considered a donation to the club.
7. Upon the death of a member, BVGC will make a memorial donation of fifty dollars ($50.00) to a garden related event or organization in the member’s name. The death of a spouse or family member shall be acknowledged by written note from the corresponding secretary. 
8. Except for the garden tour and the plant sale, all fundraising events, projects, or functions that produce income, including the monthly raffle and market table, fall under the ways and means committee and require prior approval from the ways and means chair. All revenue from said events must be budgeted and credited to the ways and means committee. 

The following describes the standing committees of BVGC.

Awards coordinates BVGC award submissions to CGCI, Pacific Region & NGC awards programs. Maintains the awards manual and evaluation program.
Civic Beautification shall beautify, and care for selected planting within the Bonita and southbay area.
Arbor Day/Conservation shall organize event(s) related to arbor day and/or earth day and share conservation related information with the club. Collect and coordinate donations to Sempervirens or other reforestation organizations, including memorial donations.
Floral Design will offer educational advice on floral design.
Horticulture will offer tips and advice about horticultural topics.
Hospitality will prepare beverages for the regular meetings and ensure room set-up and clean-up. 
Newsletter is responsible for preparing and distributing the club newsletter electronically.
Publicity will maintain list of publication contacts and deadlines, assist event chairs in preparing and submitting event announcements, push content to facebook and NextDoor and provide event content to BVGC webmaster for posting on the club website.
Yearbook shall coordinate the printing of the annual roster of members containing bylaws, standing rules, event calendar and other pertinent club information.
Scholarship shall notify Southwestern College and Cuyamaca College of the club’s continued support and participation in the Horticulture Scholarship Program and coordinate with them on the corresponding process steps.
Webmaster will maintain and update the BVGC website in a timely manner. 
Ways & Means will organize projects to contribute to the funds of BVGC and manage raffle and market table sales held at regular meetings. Ways and means will report raffle sales separately from all other sales. 
Youth Gardens organizes and solicits support for youth-maintained student gardens within the designated Bonita and Southbay area. Coordinate participation and entry submission of Woodsy Owl and Smokey Bear poster contests with club members and local schools.
Job Description for Special Committees
Annual Tea:  Coordinate and distribute signup list for members hosting a high tea table, determine theme to be carried out in decorations. Provide tea and any other beverages. Coordinate location, room set-up and organize food for the event. Create and manage budget for this event. 
Blooming Art in Bonita:  Coordinate and solicit participation in this event which involves interpretation of displayed artwork through Floral Design.
December Nights:  Coordinate with San Diego Floral Association; set up workshops to make decorations within the theme and budget.
Fashion Show/Hat Contest:  An event held in conjunction with the Annual Tea, this chair coordinates fashions with a clothing store, solicit members to model, compile script and moderate. Alternatively, develop and manage a hat contest. Chair submits and manages budget for this event.
Flower show (optional):  Responsible for the program and adherence to NGC requirements in all details.
Garden Tour (optional):  An optional club fundraiser, determine budget, form a committee, and select gardens in the Bonita-Chula Vista area. Ensure proper insurance and liability release forms are in place
Historian:  Record keeping of BVGC events, takes photographs and maintains history of BVGC events.
Plant SaleThe annual plant sale is an important fundraiser for the club.  The Plant Sale chair(s), organize all the activities required for the event, including, publicity.
Summer Event-July/August:  Select a committee, develop and manage budget, select venue and theme, determine menu, and distribute a signup list in May.
